Implementasi Rationalisierung Der Herrschaft terhadap Profesionalisme Pejabat Pelayanan Publik di Pemerintahan Kota Bandung dalam Perspektif Siyasah Dusturiyah

This research discusses the siyasah dusturiyah review of the implementation of rational bureaucracy in improving the professionalism of public service officials based on Bandung City Regional Regulation No. 16 of 2011 concerning Public Services. The purpose of this research is to analyze the effectiveness of the implementation of the regulation in realizing professional and efficient public services, identify obstacles faced in its implementation, and evaluate its suitability with the principles of siyasah dusturiyah. The theoretical framework used includes Max Weber's concept of rational bureaucracy, the principles of good governance and siyasah dusturiyah. This research uses a qualitative method and descriptive approach through in-depth interviews with officials and the public as well as document studies. The results show that the Bandung City Government has developed various digital-based public service innovations, such as Salaman, Geulis, Mepeling, and Bi Eha and Mang Udin, which support the principles of good governance in the aspects of transparency, participation, and accountability. However, this study found that the main obstacles in the implementation of rational bureaucracy include limited ID card blanks from the central government, as well as the low population administration literacy of the community which has an impact on long queues and service inefficiencies. Through the perspective of siyasah dusturiyah, the principles of justice and benefit have not been applied optimally in public service policies, because there are still inequalities in access to services, especially for vulnerable groups. Therefore, optimizing infrastructure, increasing population administration literacy, and strengthening policies based on the principles of siyasah dusturiyah are needed to improve the effectiveness of public services in Bandung City.
