Abstract
The waste problem is an increasingly complex global issue, especially in Indonesia, where only 60% of waste is managed properly. In Cibinong District, Bogor Regency, the volume of waste reaches 150 tons per day, dominated by household and commercial waste. This problem is triggered by low public awareness and limited supporting facilities. In dealing with this problem, the role of the Sub-district Head as a facilitative leader is crucial to encourage community participation and innovation in waste management. Therefore, this study aims to analyze the facilitative leadership of the sub-district head in encouraging community participation through innovative governance in waste management in Cibinong District, Bogor Regency. This study uses a descriptive qualitative approach to explore the Sub-district Head's facilitative leadership strategy in overcoming waste management problems in Cibinong District. Data were obtained through observation, interviews, and documentation, with data validity guaranteed using triangulation techniques. Thematic analysis was used to understand the main patterns and themes in community-based waste management. The results of the study indicate that the Sub-district Head's facilitative leadership implemented through direct involvement, routine appeals, and effective communication has succeeded in increasing community participation in waste management. Programs such as waste banks and composting have shown significant results, increasing environmental awareness and providing economic benefits to the community. The waste bank program allows residents to exchange sorted waste for economic incentives, while composting helps process organic waste into compost that is useful for agriculture or sale. However, limited facilities and infrastructure are still major challenges that must be overcome to achieve more optimal results. The innovation governance implemented in Cibinong District, which integrates technology and community participation, can be a model for sustainable waste management for other areas.
