Analisis Implementasi Kebijakan Program Bantuan Benih Ikan Gratis di Kabupaten Bogor
Abstract
The Free Fish Seed Assistance Program is one of the local government's efforts to increase aquaculture production and the welfare of small-scale fish farmers in Bogor Regency. This research uses a descriptive qualitative approach with George C. Edward III policy implementation theory which includes communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the program went quite well through the active role of fisheries extension workers and a clear organizational structure. However, the program faces obstacles such as limited human resources and budget, facilities and infrastructure of the Fish Seed Center that are not optimal, and low community understanding of program procedures. Efforts made include increasing socialization, strengthening coordination between agencies, and educating cultivators about the program mechanism. Continuous improvement is needed in the aspects of communication, resources, facilities, and bureaucratic governance so that the program objectives are optimally achieved.
