Abstract

: is a social assistance program for uninhabitable houses (RTLH), its implementation still needs to be improved. Therefore, this study aims to analyze the Uninhabitable House Social Assistance Program (RTLH) implementation strategy. This study uses a qualitative approach with a descriptive research method. Interviews, observations, and literature studies carry out data collection techniques. The location of this research is in West Bogor District, Bogor City. The study results show that implementing the Uninhabitable House Social Assistance Program (RTLH) has been carried out but is still inadequate, especially in terms of communication, resources, attitudes of implementers, and bureaucratic structures. Communication between aid providers and beneficiaries has been carried out well, supported by the resources needed to implement policies, such as human resources, budgets, and infrastructure, which are adjusted to the disposition of desires, willingness, and tendencies of policy actors to implement policies well and smoothly, as well as the bureaucratic structure used in implementing policies by SOPs and their performance. Due to budget constraints, the beneficiaries of this program are limited, so the government must adequately select to provide this program to the proper beneficiaries. The results of the study formulated a strategy for the Implementation of the Uninhabitable House Assistance Program (RTLH), namely: (1) using a collaborative Multi-Stakeholder approach between the Government, Community and other stakeholders to ensure that the program is in line with regional development plans; (2) getting adequate policy and budget support; (3) conducting clear and firm communication; (4) Clean, intelligent, trustworthy, sincere, competent, and reliable human resources; (5) availability of adequate incentives for the implementation team; and (6) bureaucratically having clear SOPs and performance rules.
