Abstract

This research aims to analyze the service quality of Family Planning Field Officers (PLKB) and factors influencing their implementation in increasing New Family Planning Acceptors in Lamandau Regency. Using a qualitative-descriptive approach, data were collected through observation, in-depth interviews with 9 informants selected by purposive sampling, and documentation, which were analyzed using the Miles and Huberman method. The results indicate that PLKB service quality is adequate with simple procedures, quick response times, free services, family planning products meeting national standards, and competent officers. Service implementation is influenced by: (1) limited human resources disproportionate to the working area, (2) budget constraints, and (3) limited operational infrastructure. Implementation success is supported by 24 PLKB personnel, a family planning program budget of Rp. 2,928,110,573, and sufficient though not yet optimal infrastructure. Strategic recommendations include: strengthening human resources through additional PLKB officers and regular training, budget optimization through program effectiveness and private partnerships, and infrastructure development based on zoning, including Mobile KB units and information technology utilization for program monitoring.
