Analisis Penetapan Tarif Bus Rapid Transit (BRT) Berdasarkan Biaya Operasional Kendaraan dan Kemauan Masyarakat (Studi Kasus Trayek Surakarta–Wonogiri–Surakarta)

Abstract

The fare policy for the Trans Jateng Bus Rapid Transit (BRT) service on the Surakarta–Wonogiri–Surakarta route faces an imbalance between the government-set fares and the fare proposals submitted by the service provider consortium. This study aims to identify user characteristics and analyze the fare policy based on ability to pay (ATP), willingness to pay (WTP), and vehicle operating costs. Primary data were collected through questionnaires distributed to 180 BRT users, while secondary data on vehicle operating costs were obtained from the Central Java Provincial Transportation Agency. The analysis refers to ATP and WTP calculations and Minister of Transportation Decree No. 89 of 2002. The results indicate that the majority of BRT users are students with a monthly allowance of less than IDR 750,000 and employees earning IDR 1,500,000–2,250,000, with less than 5% of their income allocated for transportation and who consider the current BRT fare to be adequate. The ATP for the general public is IDR 8,879.40 and the WTP is IDR 2,622.34, while for students the ATP is IDR 3,485.14 and the WTP is IDR 2,193.55. The ideal BRT fare based on a load factor of 77.53% is IDR 9,024.21 per passenger.
