Conceptual Model of the Effectiveness of Halal Certification Implementation for MSME Products in Indonesia

Abstract

The implementation of halal certification for Micro, Small, and Medium Enterprises (MSMEs) products is an important instrument in ensuring legal certainty, consumer protection, and increasing product competitiveness. However, various studies still examine the effectiveness of halal certification implementation partially, both from the regulatory aspects, policy implementation, and MSME capacity, so that a conceptual model that integrates all these dimensions is not yet available. This article aims to develop a conceptual model of the effectiveness of halal certification implementation for MSME products in Indonesia. The research uses a conceptual study approach with a narrative literature review method through a synthesis of literature, theories, and regulations related to the implementation of Halal Product Assurance. The results of the study indicate that the effectiveness of halal certification implementation is influenced by the relationship between regulations, institutional governance, MSME capacity, the policy implementation process, implementation effectiveness, and policy outcomes. Based on this synthesis, this article proposes a conceptual model of Input–Process–Output–Outcome (IPOO) equipped with a feedback loop mechanism as a framework to explain the relationship between dimensions systematically and sustainably. The novelty of this article lies in the integration of legal effectiveness theory, policy implementation, and institutional governance into one conceptual model that can be used as a basis for empirical research and evaluation of halal certification policies for MSME products in Indonesia
